On or Before

‘On or before’ is generally used when stipulating the time left to fulfil a certain task.

In recent times it is used to refer to the Non-pensionable Cash Allowance which The Department of Public Service and Administration has committed to public servants in accordance with the Public Service Co-ordinating Bargaining Council Resolution 1 of 2021. The payment was said to be expected ‘on or before’ a specified date.

The announcement sparked excitement which in turn lead to the usage of this phrase in this way.
